Recently, foreign media reported that California has passed the AB-2208 Act. From 2024, California will eliminate compact fluorescent lamps (CFL) and linear fluorescent lamps (LFL).
The Act stipulates that on or after January 1, 2024, screw base or Bayonet base compact fluorescent lamps shall not be provided or sold as newly manufactured products;
On or after January 1, 2025, pin base compact fluorescent lamps and linear fluorescent lamps will not be available or sold as newly manufactured products.
The following lamps are not subject to the Act:
1. Lamp for image capture and projection
2. Lamps with high UV emission ratio
3 .Lamps for medical or veterinary diagnosis or treatment, or lamps for medical devices
4. Lamps for pharmaceutical product manufacturing or quality control
5. Lamps for spectroscopy and optical applications
Regulatory background:
Foreign media pointed out that in the past, although fluorescent lamps contained mercury harmful to the environment, they were allowed to be used or even promoted because they were the most energy-saving lighting technology at that time. In the past 10 years, LED lighting has been gradually popularized. As its power consumption is only half of that of fluorescent lamps, it is a lighting substitute with high luminous efficiency and low cost. The AB-2208 Act is an important climate protection measure, which will significantly save electricity and carbon dioxide emissions, reduce the use of fluorescent lamps, and accelerate the popularization of LED lighting.
It is reported that Vermont voted to eliminate CFLi and 4ft linear fluorescent lamps in 2023 and 2024 respectively. After the adoption of AB-2208, California became the second US state to pass the fluorescent lamp ban. Compared with Vermont's regulations, the California Act also included 8-foot linear fluorescent lamps among the products to be eliminated.
According to foreign media observation, more and more countries around the world begin to attach importance to LED lighting technology and eliminate the use of mercury containing fluorescent lamps. Last December, the European Union announced that it would basically ban the sale of all mercury containing fluorescent lamps until September 2023. In addition, as of March this year, 137 local governments have voted to eliminate CFLi by 2025 through the Minamata Convention on Mercury.
